The key word is "character", not intellect or abilities. Character is controllable and within everyone's own will to change.

I disagree with this quote because people can change if they are willing and when one changes, almost all things are possible.

Bill Clinton got pretty far running on the slogan "character doesn't matter".

Each individual is measured for quality and commitment. Trying of the metal. Morley was greatly influenced by William Gladstone, who influenced all those around him but Lord Acton, It was Acton who influenced Gladstone. As Acton favored the southern states lead by Robert E. Lee, in the fight to maintain State and Individual Sovereignty ! The quote is spot on, a double treasured heart walks in darkness, But If the eye be single the body is light. Who can make that which is crooked, strait ? It is obvious to see in government the perversion of moral truth, calling wrong right, and the right, wrong minded. Change indeed, some come forth from the womb fit for destruction, as others fit for life. it is never right to call right wrong, that is deceit and deception of the most vilest based mindset.

" No man can serve two masters" so also with nations, leadership is either corrupted or of Sound Upright Judgement, which leads to a wholesome life. This is sought for humanity. " God has made man upright but there are many devices". I would rather speak five words with my understanding, than ten thousand words in an unknown language. Each note is distinct, otherwise who could come to battle when the trumpet sounds.
