From an ethical, moral and natural law foundation where individual sovereignty, inalienable rights and liberty are held sacrosanct — ABSOLUTELY ! ! !  Other than that, terms and concepts would have to be considered by definition. How is a stable government determined (time, peace, prosperity?)???
