    Financing poverty is both cause and effect of culture's economic irresponsibility and most of the have nots. Financing victimhood (Will's quote forgot, by evangelical propagators (government schools)) is cause and effect of culture's (as Archer stated) lack of personal responsibility. Financing victimhood is both cause and effect for cultures of complaint, blaming and war.
