A very one sided view. Manipulation rather than education through the sharing of knowledge and sound leadership. Political posturing, and the dupe of corrupt statesmanship on the other hand, for the sake of profit, thrives upon dividing the opposing party, though, their philosophy be of sound doctrine. Taking the heat for doing the right thing is sometimes not very popular, such as in this Trump Era. calling out corruption within the ranks of bureaus for peace and prosperity's sake globally is the Right thing to do !!

    "What can I say and do that will make my people react the way I want them to?"  That's a rather basic tactic with people in general ask any married couple. ;-)  Kids start doing that from day one as they figure out what works and doesn't work.  Teachers, bosses, anyone in a position of authority.  That's why I say the battle has always been for hearts and minds  the free thinker discovers his own programming and can correct false loops.  The solution is straight-forward: declare who I am, what I am about, and why I am here.  If I don't, someone else already has.

    From the leader's (totalitarian commander) perspective, much more accurate than not / much more often than not. Periods of time where an outside-in view have defined a society of individuals acting as united sovereigns seem to be a state of anarchy (the time of Judges in the old Testament, by example) demonstrates the here quote's coming to be. Such united sovereign efforts seem to be overcome by a rising king or oligarchy that makes the subject people react the way the totalitarian wants them to.
