In the scope I think it is given YEP ! ! ! (There is always a time, asking permission is lawful and morally correct - hey dad, can I borrow the car tonight?, may I help you ? etc., that is not what the quote is addressing) Though I would have said it differently, not exactly agreeing with the premise, the principle is sound.
