I take offense to the first sentence, but agree wholeheartedly with the second. Keeping in mind that Canada is a monarchy, the government does indeed legislate rules for the nation -- but there is SUPPOSED to be a difference between a monarchical form of government and a republican form of government. Defining 'rules' and 'a well-ordered society' is up for grabs as far as politics goes. Making up 'laws' we must 'obey' is the actual work of government.  -- E Archer, NYC
