    Burke here summed up what was to be the foundation of a free Representative Republic. Burke's reference is to the founder's understanding of natural law (science, math, man's relationship to man, etc.) By way of example: the "law" of gravity explains when an individual steps off a curb, down is one of the directions that takes place - no matter what Dick's god legislates, adjudicates or enforces. No matter what corporeal man states, reasons, supposes, thinks or puts to logic, legislation, adjudication, or executes, the law of nature and of nature's God (natural law) will ultimately prevail.

    Ahhh yes, when man creates a god after his own image and then does the old illicit straw-man transfer. Such omnipotent sovereign gave to His progeny individual sovereignty, inalienable rights and liberty at the laws of nature and of nature's god. When the All-Mighty Progenitor doesn't bow to the criminal carnal gods the proudfully ignorant mock Him. It is a sad affair in deed when the most lacking (in faith, knowledge, love, truth, a desire for liberty at law, etc.) heap condemnations on those that are not so lacking.

    (-; Archer, I like it ;-) Carnal man must be unaware of such natural laws as economic laws or fiscal laws. Did natural law exist prior to John Keynes coming up with his macroeconomic economic theory (Keynesian economics). The more Keynesian economics of debt and government intervention is implemented, the rich get richer / the poor get poorer, all before the whole economic system collapses.  The slippery slope of Legal Positivism (carnal man being god with an ability to create law) always illicitly implements compelled compliance, victimless crimes, licenses and larceny (by example, the 2nd plank of the communist manifesto, Social Security, police State confiscations, etc.) in greater and greater implementation of tyranny.
