Yes, the U.S. may. But most of what Congress does in the name of liberty is unconstitutional and against liberty. How many of our children will die to pay the price to give Iraq liberty? How many of our rights will be taken to make us free? How many countries will we anger to show we can crush whatever we don't like? It doesn't matter to our government if they trample anyone or anything that gets in the way of increasing their power.

    Empty rhetoric for domestic consumption only. The speaker, who led the U.S. into Southeast Asia, did not survive to see his successors abandon the South Vietnamese to the tender mercies of Communism. The price, burden & hardship were just too much.

    This quote is taken out of context. He was talking about secret societies and an international cabal that was working hard to dissolve the American republic as we knew it. It was a successful endeavor of course. And as for the "pay any price" part? Well, no one can say JFK didn't walk the talk.
