    You've struck the nail on the head, jim k. It is because the States are beholden to Washington for money that DC 'borrows' on the backs of all Americans. It is a vicious cycle -- the solution is simple, though: Just say NO to Washington, no to their 'laws', and no to their debt. A State can issue its own paper money, too, as States and municipalities issue bonds -- these bonds can be traded just as Federal Reserve Notes are used. Time to stop playing musical chairs -- we all know how it ends up.
