    Reston, you never cease to amaze me. No matter who is speaking, its GW's fault. You are at least consistent. Note this is a contingency plan for demonstration purposes...the idea is to say there is a limit to what will be allowed. I for one, think limits such as this are a good thing. Terrorists and libertines hate limits though--just one of a couple of things they have in common.
