    It usually takes few words to tell the truth. You can bet that if the President receives a bill of 2000 pages he doesn't know what is inside it -- but you can damn well bet the excuses for these projects are voluminous. Obamacare was a tax, would be executed like a tax, and would generate revenue for the government like a tax. But in order to make it look like something else, it became an unreadable behemoth of legal jargon intended to confuse all the way to the Supreme Court.
