Well, I guess the fact that a Nazi educator said this is proof enough of the validity and motive of this quote. If the nation is worthy, it's constituents should be able to develop a sense of responsibility on their own - not have it forced down their throats.

    Governments in the USA (Union of Socialist Amerika), as pronounced by the courts, are no longer of, by, or for the people (by way of example: compelled compliance, victimless crimes, sanctioned governmental larceny, licensing, policing agencies have no responsibility to any individual "We The People', but to state property only, the declaration that government now has inherent right, etc., etc., etc.) Once upon a time in a land far far away, where the foundation of law was based on the individual sovereigns' status, being recognized as the separate and equal station to which the Laws of Nature and of Nature's God entitle them. Further, freedom and liberty declared, We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness. -- That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed. Archer is exactly right, The despotic collective has entrenched itself and is in the process of wholesale eliminating all freedom and liberty. The propaganda indoctrinating of school children is but one of the damning emphases of the new heinous theocracy.

    It's the duty of the parents to teach responsibility of toward the community. This type of thinking is why there is such a moral decline in this country. I don't want someone on the government payroll teaching my children his/her version of "responsibilty"!

    Collectivists love their schools, teachers, and guidance counselors. Individuals who don't quite fit into their plans, however, are a bit troublesome, requiring a bit more 'guidance,' 'counseling' and frequently school mandated psychotropic drugs. Forget about addressing the real needs of the student, force it down his throat if he can't stay awake for it. Test scores are the obvious clue that this system does not actually educate students -- they probably could have picked it all up at home, on the farm, or working as an intern or apprentice better than in a classroom.
