    The reasoning behind dispensaries, but never the less, changing nothing in the hands of the youth or general public. To break the dealers hand, it must be legalized, prohibition ended. The price should drop and stay down, dispensaries will thrive out of convenience. You need not punish a man for a God given herb put here for the service of man.
