I believe the quote to be too conservative / progressive. I believe the aim of any good constitution is not to achieve, but rather to limit political activism so that justice may be accurately applied and liberty and freedom may naturally be experienced. When a limited government structures its codes, regulations, rules, statutes in harmony with law, order is an intrinsic attribute.

    "Political harmony" sounds like "reaching across the aisle and working together to get things done". If The Republicans had any guts and were really conservative, they would be working to defeat the Dems, not work with them. To a liberal democrat, bi- partisanship means helping them promote their socialistic agenda.

    Political harmony means that a way exists for people of different views to discuss and arrive at closure, it does not mean agreement. It does mean that after discussion and voting the majority will have its way or sometimes a super majority. The minority will always have their voice but never their way, that would be a minority dictatorship. Jim K from what I hear on the news today the Republican Party is now defunct, and it is only right after what they have done to us lately. Maybe they will return once they actually have some real and important to say. Let us be tankful that we have had a working constitution that has held this Union together in politcal harmony and through political harmony for 222 years. There are some who care little for HARMONY Or UNION, they would prefer disharmony and disunionity. I think they are generally called misanthropes.

    So would say the rulers who would hope to draft such a Constitution. Mike says it better. All people in the world have inalienable, natural-born rights. When creating an association of individuals for the protection of the rights of ALL individuals, the people must ever remember that the ensuing organization can have no more power than the individuals within it or outside of it -- might does not make right, and so, any claim to power over others is in fact unlawful. Constitutions set the rules for incorporating an administration, not the government -- WE are the government, and when our officers assume powers and privileges not conferred upon them, they are betraying the public trust and are in fact traitors to be impeached, tried, and punished accordingly before they forget themselves and become drunk with power (like the last few Presidents we have had).

    The goal of any good constitution is the rule of law and the protection of everyone's natural rights of life, liberty, and property. Political harmony is neither necessary or even desirable. If everyone is a mind-numbed drone party yes-man, and never challenges the popular idea even when it's wrong, how are we ever going to correct the inevitable mistake? We would find ourselves living in an Orwellian world of Big Brother politics, where if one disagrees the inevitable outcome would be a bullet to the back of the head. Political harmony does not lead to justice and freedom. The Soviets had political harmony as do the Chi-Coms, and I've never seen a lot of justice or freedom in those societies.
