The enlightened statesmen here spoken of would be the same as today's one world bankers that believe control of a nation’s money far exceeds any condition of laws made. It is in fact, the character and nobility of the sovereign individual, with intact inalienable rights and liberty that is the most productive source of national wealth and accordingly, has become the primary object of tyrants' political and religious cares.
