In condoning violence in a country that allowed for free expression and non-violent avenues to address grievances, Hubert Humphrey once said, in response to riots that occurred because there was no garbage pick up in their (the rioter's) neighborhood, "If they didn't pick up the garbage in my neighborhood, I'de riot too". It seems that sanitation workers were pelted with rocks and bottles in this neighborhood and until this was rectified, they refused garbage pickup there.
