Ummm, not quite sure. In the context of which the statement is made, it is accurate enough. I would prefer to focus on the good of all men while knowing individual nature. My (family, friends, etc.) safety depends on many factors. Individuals that would authorize torture for information or have a hit list while justifying the carnage of innocent individual by drone attacks are not just possible of all evil but, are in active pursuit thereof.

In a world in which every living thing lives off of other living things, every creature has the inherent power to defend itself and, yes, to prey upon others. To a mouse, a cat is evil; to a cat, mouse is food. This is the world we live in. We, too, are predators and prey. The predators try to make it hard for the prey to defend itself. Just know that when someone is demanding that you pay tribute to the state, disarm yourself, and bow to the 'lord', you are the PREY and they are the predators. There will be plenty of conditioned sheep condemning your resistance to being sheared and butchered -- they are either ignorant, powerless or both, and they want you to suffer what they suffer. The freeman is despised by slaves and slaveholders alike.
