I say hmmm. At the "laws of nature and of nature's God" (Declaration of Independence)  law enforcement is an oxymoron. Can a corporeal individual enforce physics / science, gravity, math, life or liberty? NO ! ! !  Man can only enforce tyranny.  SO, under normal circumstances, it is difficult to implement unconstitutional despotic dystopia. It is a lot easier to wait for, or cause a chaotic crisis so that malefactors can do the things they thought they could not do before. Again, I say hmmm.
