Please! I admire Madison so much, but don't forget that this quote is part of his political efforts to get the Constitution ratified. He was trying to reassure the Anti-Federalists. The 10th Amendment did not yet exist. He was a federalist who believed in the supremacy of the national government.  -- john s, san antonio, tx
