It can. Clashing opinions is also the technique that the statist theocracy uses to keep the rabble from learning what true freedom and liberty are. The despots keep the communists clashing with the fascists and those that love freedom are ignored.

I understand that Adlai Stevenson was the person who talked JFK out of sending the promised air support at the Bay of Pigs. If this is true he sure didn't care much about freedom for the people of Cuba. Does anyone have information on this?

In the context of what the Founders gave us, Yes. In the present political atmosphere it is nothing more than a device, an means to an end and a very dangerous one to our freedom, at that.

I suppose the ability to express those clashing opinions is a criteria. Look at China, the former USSR, fundamentalist Mulsim countries -- expressing a 'clashing' opionion can be punished by imprisonment or death.
