"And remember, where you have a concentration of power in a few hands, all too frequently men with the mentality of gangsters get control. History has proven that. All power corrupts; absolute power corrupts absolutely."

Very well said, we hold this truth to be self evident. The banana theocracy, having replaced the land of the free and home of the brave qualifies well the statement.

"all too frequently men with the mentality of gangsters get control"  This is precisely why the USA has a Constitutional, republican form of government, to check power.  The lust for power will always reside in the hearts of some men  and they must be countered or else.

We need only look to the leftist governors today to witness their drunkenness' with power.  Never let a crisis go to waste, eh?

Mr Acton makes a valid point with the  concentration of the emphasis in the hands of few. The emphasis should be placing responsibility obligations on all members of the community. Not sure how to respond to absolute power however, for absolute authority rests in the heart of whom wields it morally.
