I'm not familiar with Colorado's Constitution (there seems to be a legal argument going on where constitutional writ should be) but on its face - very accurate.  -- Mike, Norwalk
Would like to see the explanation written into the Constitution itself.  -- E Archer, NYC
Archer, that might be ok but, it would lose its natural law / common law status, would not allow for individual circumstances or intent and would have to be somewhere in size to fill warehouses. It would also be a non-constitution devolving into a mess somewhat like we have with creative misinterpretations through legislature and demented stari decisis. An attached intent might be good. It would have to be more exhaustive than the Federalist, anti-Federalist and other papers and explanations written before and after the US Constitution. The second, ninth and tenth Amendments are absolutely clear enough and an attempt to do the very thing you are suggesting. It will never work in a dishonest society.  -- Mike, Norwalk
