Laughable if he meant it as a joke but if he was serious the implication means those not present should feel guilty for not being there to do their job. Since todays congress doesn't do their constitutional jobs as their oath promises they'll do, their reply should really be either present or "guilty".

    With the passage of each day and the latest scandal, I would say that this is more true than ever. I heartily agree with Marilyn Slentz--they're all guilty; of taking lobbyist money instead of answering to their true constituents, too busy braying how moral and family oriented they are then being caught in a sex scandal, and the list goes on.
