    What he is saying is that a program for these purposes would risk being thought of as 'mean-spirited' and oh so "Republican" therefore assuming the compassion with which the Democrats would "eliminate" the "disadvantaged." That's 'equality' for you -- eliminate the disadvantaged. I am sure that the White House and the media could spin it.

    The measure was ultimately put on the back burner once they realized that eliminating the poor and uneducated would seriously reduce their voting base.
