'Wars' between countries, classes, and creeds have always been based on fear. Look at the non-stop barrage of fear-mongering in the press today -- it all helps to serve those that benefit most from war and a police state. We can only be the land of the free if we are the home of the brave. Courage is most necessary for peace.

If we had a healthy fear for war we might actually refrain from its use until circumstances warranted it.

Love your enemies, bless them that curse you, do good to them that hate you and keep your powder dry, is a better way to prevent war.

I think he meant that if we don't fear war, it will allow us to have a higher expectation of peace, brotherhood, and some serenity to go along with it.
