    Yes, it takes a huge pyramid of subservient offices to control every aspect of the Crown's subjects.  Authoritarians clamoring for a higher seat in the Court.  The aristocracy are merely the capos, with their armies to rap the noggins of malcontents.  Servitude is its foundation.
