I'm not sure how to rate this. The statement is accurate enough in its observation and conclusion  BUT !,  It is just another misdirection sophistry. For example: neither "individualized pressure groups" or, "unorganized feelings of the majority of the citizens" falls within the de jure form of: "a republican form of government" that was to represent individual sovereigns inalienable rights (inclusive of life, liberty and property). AND, to start the statement off with: "The basic problem is", is, in context, the whole of the statement is a blatant attempt to focus on and give legitimacy to the illicit, immoral and enslaving system that has replaced original intent and established order.
